Following Article 36. of the rivers State Governors broadcast, on the need for youths, CDC and local government chairmen to Work together to end the menace of the Black Soot in port Harcourt and its environs , The Coordinator of the National Youth Council of Nigeria (NYCN) in Emohua Local Government Area, Amb. Friday Ovumgba, with support from the JTF, DSS and NSCDC on Wednesday, invaded and destroyed four illegal petroleum refining dumps in the LGA, and demolished them.
The activities in the dumps contribute hugely to the black Soot being experienced in Port Harcourt and other parts of the state
Igwe ThankGod Nlenya, media assistant to the NYCN Coordinator, informed newsmen that the move was in compliance with Governor Nyesom Wike’s directive and the resolve of the council Chairman, Chidi Lloyd to rid the area of Bunkering activities and there Kpofire products.
He however said no arrest was made as the operators ran into the forest when the security team stormed the dump sites.
Nlenya said the youth body will not repent until it has rid the LGA of Bunkering and other nefarious activities.

Governor Wike new year message, article 36 and 37 Reads thus:
36. Let me also reiterate that we are as overly concerned as the public over the black soot environmental disaster that has continued to envelope Port Harcourt and upsetting residents for quite some time.
37. As a State Government, we have drawn the attention of the Federal Government to this problem and requested for its intervention to stop the activities of illegal bunkering and artisanal crude oil refiners, which have been identified as the main sources of the soot pandemic.
