While Rivers State has a long record of peaceful coexistence and hospitality toward Hausa Fulani residents who are law-abiding and legitimately engaged in trade and commerce, recent incidents allegedly involving groups of Hausa Fulani commercial motorcycle operators and their affiliates present a grave threat to public order, internal security, and communal peace.
This petition documents specific incidents, eyewitness testimonies, observable patterns, and urgent recommendations requiring immediate executive and security attention.

Rivers State remains one of Nigeriaโs most accommodating states, hosting people from all ethnic and religious backgrounds. Thousands of Hausa Fulani residents live peacefully within the State and contribute positively to its economy.
However, reports from several communities indicate that certain groups reportedly made up of Hausa Fulani youths, largely operating within the commercial motorcycle sector, have formed emboldened clusters that mobilize violently in defense of their members, often resisting lawful arrest and taking the law into their own hands.
This report focuses strictly on alleged criminal conduct by identifiable groups, not on ethnicity as a whole.

Sometime towards the end of January 2026, a dispute reportedly involving an indigene of Rumualogu and a Hausa Fulani individual escalated rapidly. Eyewitnesses state that within minutes, large numbers of Hausa Fulani persons mobilized into the Rumualogu community, creating fear and tension.
Reports further allege that after the indigene sought refuge with OSPAC operatives (the local community security outfit), some Hausa Fulani individuals rode motorcycles to the neighboring Choba axis and returned with a firearm, thereby escalating the confrontation.
Residents also report a recurring pattern in which road traffic accidents involving Hausa Fulani motorcycle riders result in immediate mass mobilization of fellow riders, blocking roads and preventing security agencies from effecting arrests for reckless driving.

Two days prior to this report, a deeply disturbing incident was reported in Omuolu Omuwei community, Igwuruta, Ikwerre Local Government Area.
According to multiple accounts, over forty Hausa Fulani motorcycle riders allegedly armed with daggers and other sharp weapons stormed the community on motorcycles, attacking residents. The incident reportedly led to the killing of a Youth Leader and the Community Secretary of the area.
This incident represents one of the most alarming manifestations of alleged organized violence by Hausa Fulani motorcycle groups within the State.

A native of Igwuruta and eyewitness provided the following account:
โWhat I witnessed should never happen in our community. Within twenty minutes, close to one hundred and fifty Hausa Fulani motorcycle riders had mobilized. Many had short daggers concealed on their bodies. They reportedly overpowered security personnel and OSPAC operatives. Throughout the night, they were allegedly whispering that the person involved must be killed.โ
This testimony strongly suggests premeditated mob action, armed intimidation, and an alleged intention to carry out extrajudicial killing.
