The Presidential Amnesty Programme Council has called on the Federal Government to ensure inclusion of Ogoni ex-agitators into the Technical Committee that is yet to be constituted for discussions on the modalities of oil resumption in Ogoniland.
Chairman, Presidential Amnesty Programme Council, Comrade Lekia Lezorge Tongor in a statement, explained that any attempt to resume oil production in Ogoniland without the involvement and input of the ex-agitators who have been the true instruments of peace, unity, and progress in this region will not only undermine the process but may also trigger avoidable tension and mistrust, insisting that Inclusivity is a necessity and not an option.
Comrade Lezorge Tongor stated that the Ogoni Ex-Agitators have unanimously nominated General Nature Dumale, the Coordinator of the Eco Citizen Ogoni Initiative, an initiative that will engage over 560.000 Ogoni youths as Eco marshals, and Global change agents, to represent them in the forthcoming Technical Committee and all related negotiation processes.
He said, ‘General Dumale is a vibrant, principled, and God-fearing leader whom we entrust to speak for us with integrity. His representation will inspire confidence, rekindle trust, and ensure that the voices of the common Ogoni Youths and Ex-agitators are not only heard but respected.
We believe that with his inclusion, the path toward oil resumption in Ogoniland will be smooth, credible, and rooted in peace, justice, and inclusiveness. Only then can we guarantee the sustainable coexistence, unity, and development that both the government and the people of Ogoniland earnestly desire.

It is most unfortunate and deeply regrettable that the Ogoni Ex-Agitators have been completely excluded from the ongoing discussions and negotiation processes regarding the resumption of oil exploration and production in Ogoniland. Which the Ogoni Ex-agitators supported from the beginning when we received the good news. It’s Goodnews to us because, we the Ogoni ex-agitators, Youths and critical stakeholders are the most neglected in the Niger delta region, in every sense of it, and this neglect is not far from the Ogoni OML 11 oil block that the government through NNPC is not getting the revenue they are supposed to be getting, The ogoni Ex-agitators are delighted to share with the federal government a groundbreaking revelation from our team of legal and economic researchers. Our findings confirm that OML 11 covers an expansive 3,095.55 square kilometers, a size so vast that it could reasonably be unbundled into 9 or even 10 viable oil blocks.
Now, here is the compelling part: if each block is sold with the statutory signature bonus of $2 billion, Nigeria stands to earn a staggering $18–$20 billion in direct revenue. This is not just a number, it represents a monumental opportunity for mutual benefit between the Federal Government and the Ogoni people.
With this data, we are armed with a powerful bargaining position. The economic case is undeniable, the logic is irrefutable, and the justice for our people is clear.

Since the establishment of the Presidential Amnesty Programme (PAP) by the late President Umaru Musa Yar’Adua, we, the Ogoni Ex-Agitators, have consistently maintained peace, stability, and cooperation in Ogoniland, across the Niger Delta region, and indeed in Nigeria at large. Our commitment to peace and national development cannot and should not be ignored.
Accordingly, we are calling on the National Security Adviser, Mallam Nuhu Ribadu, and His Excellency, President Bola Ahmed Tinubu, to please ensure that the ex-agitators are incorporated into the Technical Committee that is yet to be constituted for discussions on the modalities of oil resumption in Ogoniland.
In good faith and in the spirit of transparency, the Ogoni Ex-Agitators have unanimously nominated the Coordinator of the Eco Citizen Ogoni Initiative, an initiative that will engage over 560.000 Ogoni youths as Eco marshals, and Global change agents, General Nature Dumale, has to represent us in the forthcoming Technical Committee and all related negotiation processes.
