The Nigeria Civil Aviation Authority (NCAA) has ordered the suspension of services to 11 domestic airlines after placing them on its updated “No-Pay-No-Service” list due to unpaid charges owed to the agency.
The decision was contained in an internal memo dated May 22, 2026, which directed all NCAA departments to stop providing regulatory and administrative support to the affected airlines until they settle their debts or agree on a repayment arrangement.
The dispute centres on the five per cent Ticket Sales Charge and Cargo Sales Charge, which airlines are required to collect and remit to the NCAA. The funds are meant to support safety monitoring, staff training, and regulatory operations in the aviation sector.
The memo also instructed all departments to suspend any form of service to the listed airlines until they receive financial clearance from the Directorate of Finance and Accounts.
The directive was signed by the Director of Finance and Accounts, Olufemi Odukoya, and circulated to regional offices as well as senior officials, including the Director-General of Civil Aviation.
The affected airlines include Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.
According to the memo, “The DGCA has directed that no directorate should render any service to the above airline without financial clearance from the director of finance and account.”
